Turf fight kills real need

In zero-sum mode, due to the settlement with the Fund and the Court’s decision, the President “combats” with Larreta, to whom he “invoices” the lack of public works in the inauguration of an aqueduct in Santiago del Estero, which it cost “the same as reclaiming the City.” He invites him, who does not govern, before whom he did it for four terms, “to see” that the water is being discussed there, not the subway, almost a Monegasque whim, like the Qatari court stadium that the provincial governor made in 2021, but that moves the Buenos Aires-Buenaerense mass every day to carve out the lion’s share of a co-participation of which Santiago is the first beneficiary. As if access to safe water does not reveal almost half a million porteños. In Misiones, in an act of handing over houses, he asked “his” city to put aside his “opulence”. Appealing to an object to do something, or to fight: “I fight with my city” (if I voted for it, I wouldn’t fight so much), it is not possible, its inhabitants are the subconscious object of reproach. In any case, he exhibits abjection towards those who suffer from a housing crisis propped up by rivers of ink, unapproachable without the national State. Confusing society and territory is common to a policy that reads in its conquest the key to hegemony. The role played in the face of the distributive bid is transferred to the territory, becoming a fight for co-participation. Ardid that makes invisible or subordinates the internal social conflict in every province to a fight between them. A horticulturist or a worker in an obraje plus common interests with the monotributista, who increased his rent by 80% in CABA, that with dynastic owners or co-provincial officials who increased their diet, two have average salaries in a pandemic. In the same taking away from CABA to give them to Buenos Aires, regardless of their destination, or sense of real execution, implies transferring potential resources from the 37.2% of poor people in the southern communes of CABA and thousands of middle-class tenants, towards the inhabitants, many, “opulent”, of more than a thousand closed neighborhoods of the Conurbano (three hundred with management in process that subtribute).

Spasmodic and truncated attempts to reverse the spatial inequality in the country with “development poles” or tax exemptions succumbed to the inertia of a ferocious metropolitan, perhaps the greatest indirect growth to a City that organized its pampean hinterland at the expense of a languishing interior. Asymmetries in co-participation are a painkiller for the wrong patient. The internal limits were conceived on a Sevillian desk before 1810 in accordance with interests as alien to a Nation project as to the political organization of the towns prior to the Conquest. Provinces that represent more interests of a few, in which the overrepresentation of the value of the vote and low educational level favor the chronic identification between political and economic power, that to the scale and the way in which the functioning of the global economy is inscribed in the territory of the country. Preventing advances in the use of potentialities that configure spaces that overflow them. Geography has developed concepts that go beyond that of region, which capture the spatial expression of the process of circulation and accumulation of capital under globalization and its conflicts, managing to understand and address territorial changes to define State policies. Refine decision-making, identifying winners and losers towards progressive taxation that serious subjects are not objects.

Allocating funds without a monitoring and accountability mechanism, in the absence of a development project that gives “meaning” to regional economies, articulating complementarities between provinces and municipalities and strategic work priorities, is not federalism.

In the same way that the unprecedented transversal consensus to avoid default and high inflation is not a capitulation to liberalism, a president who claims to be “the most federal of Buenos Aires” must know that to distribute the national “cake” it must be generated and for that he is urgently needed, more than his votes, the resources of a metropolitan economy that he has been managing like the goose that lays the golden eggs.
